What are the tax implications?
The Dominican Republic offers one of the most favorable tax frameworks in the Caribbean for foreign investors. Under projects classified by CONFOTUR (Law 158-01), exemptions may apply to the transfer tax, the annual property tax (IPI) and others, for defined periods. Outside CONFOTUR, the annual IPI and standard transfer costs apply. Always verify current amounts and terms with a professional.
What is CONFOTUR?
It's the Tourism Promotion Council, under the Ministry of Tourism, created by Law 158-01. It grants the “Tourism Project Classification” to qualifying developments, enabling tax incentives that apply even to units sold to third parties, as long as they're part of a classified project. Key point: the benefits are not retroactive to assets acquired before the classification.
How to ensure legal security?
Verify the title at the Real Estate Jurisdiction, confirm the survey and the absence of liens, review the project's CONFOTUR status, use an escrow account, and retain a local real estate attorney who is independent from the seller.
What about hidden costs?
The most common are the annual IPI, HOA / maintenance fees, legal fees, closing costs and — outside CONFOTUR — the transfer tax. An informed buyer models these before committing capital; that's exactly what the ROI worksheet is for.
